People get excited in different ways. There are those who need to tell everyone else that they're excited. At times they are controlled in their reactions and at other times they are not. There are those who are not sure how to use their energy but they use it any way. Oddly there are also a few who offer to display very little of their excitement but they are still excited nevertheless.
Our friend here, the nameless patrol leader, is so excited that he has lost the power to control his speech and he has taken to barking. Confusingly his barks sound like actual words. Now if he was really barking perhaps a well placed or over generous 'woof woof' would have the same effect as his anthropomorphic howls. If you listen carefully you can make yourself believe that you're actually hearing words.
Don't get caught up in the excitement and wait for directions through your radio telephone.
